Dick DeCair, director vf the Virginia Municipal League, closed the meeting by observing that “as a citizen of Richmond,’’ the solutions to the financial problem seem to be “at the expense of local government.”
There seems to be a “serious flaw in the partnership” between the state and local government officials he said, adding the hope that there would be a new era in communication. “Despite bitter battles in the past between the counties’ interests and those of the municipalities,” DeCair said this year the two organizations would be unified in their requests to the General Assembly.
Earlier, Martha Pennino had warned that if the 1977 General Assembly failed to act, leaving the tax burdens to the local governments, one county official suggested the alternative was to “cut the political throats” of the state legislators.
