Delegate Wyatt Durrette had a different observation. “I haven’t had a single constituent or citizen come up to me and ask for a tax increase of any kind,” he maintained. Recalling a meeting two weeks earlier with the Association of General Contractors, Durrette said that the dozen businessmen attending the meeting thought there was ‘‘fat to be cut” from the state budget. He added that “only the local officials” are putting forth the message for increased taxes.

THE majority leader of the a; ate Senate, Adelard Brault, said while he was “sympathetic to the problems of local government,” what he heard from legislators around the state, they don’t see the same need for the new taxes being proposed.
Loudoun County Supervisor Frank Raflo disagreed. Loudoun County had been ordered to build a new courthouse, at a cost of $1.8 million. And by 1980 the state laws would require lower pupil-teacher ratios, than presently existing in Loudoun, possibly requiring new school construction or more school personnel. Raflo asked that the General Assembly “loosen” the requirements of mandated programs facing the counties.
Another united plea from the state wide local government associations to the General Assembly is that any state-mandated programs be accompanied with state funds to finance the programs, and if state funds should be cut,
