Katzen Ready To
Attack Budget

With a week to go before he is sworn in as a new member of the House of Delegates, Jay Katzen is still waiting to hear what committees he will be assigned to.
He said in an interview that he had requested to be put on the Corporations, Industry and Business Committee, Labor and Commerce Committee, the Education Committee and the Finance Committee. He added that it may be two weeks before he knows his committee assignments.
Del. elect Katzen said he will work to try to improve telephone service in Rappahannock County. “We’re looking into precedents elsewhere, ways to solve the problem,” he said.
He said he will also work to get impact fee authority for the three counties in his district, and he will work to support the agricultural lab in Warrenton.
For Warren County, he said he would work to establish a “free trade zone” in Front Royal where foreign companies could bring in components to be assembled duty free and then export them also duty free. He said he will also work to establish an “entrepreneur zone” in Front Royal so employers could get credit for investing in training and hiring unemployed people there.
Mr. Katzen said he wants to work on improving the formula for state aid for education and to require that lottery funds be spent on education, but he said he believes money can be saved by cutting the number of employees at the Department of Education.
He said he would support the bill to delete funds for the-office building for the state lottery.
He said he wants to make interest on college loans tax deductible and to solve the problem of federal retirees who are owed money by the state for taxes collected on their federal pensions.
Mr. Katzen said all his suggested bills will be sent to Governor-elect George Allen’s transition team to be reviewed. The transition team wants to avoid duplicate - bills, he said.
Mr. Katzen also has several suggestions for bills to be offered in a special session Mr. Allen wants to call later this spring to deal with prison and crime issues. He said he wants inmates required to work, mandatory life sentences vrithout parole for those convicted of three serious crimes, and making driving on a revoked
