Frances W. F.ldred, the Chief Magistrate for the 20th Judicial Circuit for the past 10 years, has resigned her position effective Nov. 30.
Mrs. Eldred was appointed Chief Magistrate, which is a full-time job, by Chief Circuit Court Judge Carleton Penn. Prior to that she served as a magistrate in Rappahannock County starting in 1976. As Chief, she supervises all magistrates in the 20th Judicial Circuit which includes Rappahannock with two magistrates, Fauquier County w4th four and Loudoun County w ith four.
She is responsible for the initial training of all magistrates, some scheduling (though individual offices do most of their own scheduling), preparing the budgets, seeing that the offices run smoothly, and a whole lot of paperwork. The chief magistrate is also an intermediary between other magistrates and judges. Oftentimes a magistrate may need to confer with the chief regarding a particularly complex situation.
