which offered free rent and Internet access and part-time volunteer staffing; and entrepreneur Jerome Niessen whose planned Farm and Art Market a few blocks down River Lane offered the same - plus whatever paid staffing was needed to qualify for state certification.
“Because of the way things were presented to us, we may indeed have gotten the cart before the horse," said Jay Brown, who represents the Washington Hospitality and Visitors Association on the committee of tourism-related businesses and destinations.
Brown said informal inquiries he’d made indicated financial support by area businesses might provide most of the initial funds needed to get Avondale up to speed; McCarthy said having the county make up the difference was “a possibility," but one the supervisors would have to decide.
Monday’s meeting - and perhaps its outcome - was colored by county tourism consultant Laura Overstreet’s announcement at its start that she would recuse herself from the discussion of The Link and Niessen's proposals.
Her “impartiality" had been questioned by “some in the community," she said. Niessen yesterday confirmed that this included him, after he discovered that The Link’s proposal was written in part by Overstreet.
