Local Board 102
It shall be the duty of each registrant to keep his local board advised at all times of the address where mail will reach him. Thd mailing of any notice, or blank form by the local board to the registrant at the address last reported by him to local board shall constitute notice to him of the contents of the communication whether he actually receives H or not. (641.3)
The Classification Record shall be open to the public at the local board office. It shall be the duty of each registrant to keep himself informed of his status, and any entry concerning him on Classifi-* cation Record shall constitute due legal notice thereof to him and all other interested persons.
(624.1-b) No person other than the registrant shall have the right to appear before the local board, but the local board may, in rtsf descretion, permit any person to appear before it with or on behalf of a registrant: Provided, that if the registrant does not speak English adequately he may appear with a person to act as interpreter for him: And Provided further, that no registrant may be represented before the local board by anyone acting as attorney or legal counsel.
