There has been no concrete evidence presented that “solons in Richmond” have attempted to deny counties their rights. As near as can be ascertained, the governing body of the county tried to change the salary of the Commissioner of Revenue, when such a change (by law, established many years ago) must meet the approval of the Compensation Board, with the power of appeal still left to the office-holder affected. This study is still in the process of being determined, and no final action has been made whereby we may either criticize or voice approval.
