What we need is just what the law asks for: assessment on a fair market valpe. If my neighbor does not declare his property fairly, and I declare mine in a comparison with his, then both of us are wrong. There is a right declaration, and each man can make his own statement.
The idea of an assessor may be good; but, peculiarly, perhaps, I fear that much power in the hands of one man more than I fear the dishonesty of a few unscrupulous taxpayers who have no conscience regarding their duty to their government.
