Army Officer, Robert Baden-Powell, who founded the Boy Scout- movement to encourage the development of the heroic qualities which must be possessed by every nation which has to conquer a frontier. These qualities involve love of nature, fellowship of man and respect for God. They are summarized m the oath in which every Boy Scout promises : “On my honor, I will do my best to do my duty to God and my country, and to obey the Scout law; *to help other people at-all times; to keep myself physically strong, mentally awake and morally straight.” *

I agree with the National Scout Executive who recently told me in a letter: “How will the young men of tomorrow will meet the challenge of the times will depend upon the training that they receive today in character development, participating citizenship and peronal fitness.”

Because I believe so strongly in this program I felt there was nothing I could do during a day in Washington that would be more important than to lend my presence to a gathering for the purpose of expressing the thanks of the people of an area of Virginia to the dedicated men and women who have given their time as vounteer scout leaders.

They are weaving their unselfish devotion into the stuff of other men’s lives and Are building from the youth of our generation the only effective bulwark we can have against future aggressions which may threaten our democratic way of life.
