Fifteen years of perserverance , paid off for a native of Sperryville as in climax to part time v. night school and endless extension course studies, David V. Chapman was awarded a State certificate as a professional engineer in the field of electrical engineering.
Mr. Chapman, State superintendent of grounds and buildings,' ' was presented the State license— following an oral examination by the licensing board—in a brief ceremony by State Budget Director J. H. Bradford, Turner N. Burton, director of the Department of Professional and Occupational Registration, which is the administrative office for various State boards.
The son of Mr. and Mrs. D. V. Chapman Sr., of Sperryville, Mr. Chapman was born and reared in the county, graduated from Sperryville High School in 1927, and a year later from Southern Brothers Steward Business University, Washington, D. C.
He pursued a course of study in the field of Electrical Engineering in the VPI Extension Division at the Virginia Mechanics Institute night school in Richmond from 1939 through 1945. After an interruption due to World War II, he resumed his studies in the University 6f Virginia Extension Division, also in Richmond, leading to his certification as a Pro- fessional Engineer. , "
He entered the Virginia State Service in 1935, and rose rapidly • until he achieved his present posi-> tion of State Superintendent of •» ; Grounds and Buildings, of the "7 77 Division of the Budget in the Governor’s Office._ '_
Because of his extensive studies, the State board waived the written examination and qualified him on the basis of the oral test. His studies are the equivalent to college work leading to a degree in electrical engineering according to the board’s standards.
Mr. Bradford praised Mr. Chapman on his perservance, telling the group present, of the five years that Chapman had commuted to Richmond to take night 7 classes in engineering while he was holding down the full time responsibility for the physical plant at Goochland farm. He further congratulated Chapman on the added presitge Chapman’s achievement gives the grounds and buildings section, an arm of the budget division. <.
