It is my deliberate opinion that if our nation joins an international program of appeasing Communism the free world is doomed. I had hoped that the other free nations would reeogfiize this danger and stand beside us, but if they do not I believe we still have an alternative better than appeasement to pirevent a third world war. That is to build as rapidly as’ possible during the next three years a fleet of not less than six hundred B-52 bombers capable of flying to Russia from bases we own with any type of bomb we have and then returning. Tho'se bombers would cost possibly four billion dollars but that is a small fraction of the amount we already have spent in an effort to obtain dependable allies. We still have in our foreign aid program more than ten billion dollars of unexpended funds, not counting the three and a half billion the President is requested this year. Perhaps we should include in our reappraisement of foreign policy the question of whether or not some of that jnoney might better be spent on a strategic air force which will make plain to the Communist world that if the Communists start World War III they can’t win it.
