If the entire surplus, should there be one, is not applied to reduction of the national debt, part or all of it will be spent by the Federal Government, unless it is returned to the citizens who paid it, for them to spend or save, as they see fit.

I cannot agree with the committee staff that it would be more inflationary to place part of the surplus in the hands of citizens, though s small reduction in the heavy tax burden, than to place it in the hands of bureaucrats to spend on new Federal activities. If it develops that there is a healthy surplus, I shall support and advocate that a substantial part be returned tp the taxpayers through a tax reduction.
