, In the time of Hercules, there was a large serpent called the hydra. The hydra lived in the marsh of Lerna, in the Peloponnesian Islands. He had nine heads, and what made him so difficult to deal with was, that every time you chop off one of his heads, two more would immediately reappear to take its place. Thus, the more you tried to whittle him down, the bigger he grew.
We have an institution in the District of Columbia very much like the hydra, the Federal government. Every presidential candidate promises to cut down on the cost and size of the Federal government. Some, after being elected have . even waded into the monster, slashing here and there. But for each bureau killed, two new ones pop up to take its place, and the monster continues to grow and spread. .Mr. Eisenhower is an unusually fine example of a candidate who promised to cut the size and cost of the ’Federal government, and what generally happens to the same- For the coming year he has proposed the largest peacetime budget in our history, 71.8 billion dollars.
There is one way to control this modern day hydra. Cut off the air it breathes, and the air it breathes is dollars. Appropriations are made not by the President, but by our penny that Congress did not first appropriate. If our reprepresentatives in Congress.
