Many a Rockingham County farmer remarked with a certain wistfuflness on this new emphasis on the superhighway, with its heavy right-of-way costs, its slashing course across rich farmland and its dislocation of long-established rural travel patterns by “limited access” construction.
In Rockingham, then, you can find, in miniature, the national enthusiasms for superhighways and, on the other hand, the misgivings about costs' and concern over a growing imbalance between the development if interstate speedways and the roads linking local trading areas with the rural communities surrounding them.
Above all, one can find, in a single county, evidence of the astronomical cost of modem highway construction, as now programmed.local road work virtually at a standstill because the State, even when required to contribute only $1 for the Federal $9 on the Interstate System, has found itself unable to apply for the full Federal allocation, let alone go forward with work for which the Rockingham farmer has been waiting years.
