WASHINGTON—Coming water shortages require communities in the Potomac River Basin to consider now the need for a system of dams with an initial estimated cost ranging from $223,999,000 to $400,000,000, in the opinion of the Army Engineers.
The dams, creating large reservoirs and, necessarily, flooding considerable areas of land in the process, would be built as Federal projects, but local cost-sharing would be required on formulas to be determined through more detailed studies of the relative ‘'local" and "general" benefits to be deiived from each project.
At the direction of Congressional committees, the Army Engineers are engaged in a broad survey of the Potomac system from the standpoints of water supply and pollution abatement. They say preliminary conclusions subject to change, indicate the
