Charles Shipp Returns Home From Hospital
Charles Shipp who was hurt in a car accident Saturday, March 12 has returned to his home from Richmond Memorial hospital. Charles Bradford, husband of Mrs. Ruth Bradford, who was killed in the same accident, remain sseriously ilL Mrs. Warren Presgraves is slowly improving. Both Mr. Bradford and Mrs. Presgraves are in Arlington hospital. Mr. A1 Payne, another passenger in the car returned last week to his home in Flint Hill, but is now a patient in Warren Memorial Hospital.

They point out that controlled discharge from reservoirs can insure steady water .supplies to the nearby communities, as well as sufficient flow downstream to permit the natural purification processes to work on the effluent from sewage treatment plants. Flood control and recreational features can be built into the reservoirs at additional cost, tney say.
In noting these suggestions of the Army Engineers, it should be emphasized:
1. They are based on preliminary studies and may come to Congress in substantially different form when the formal report is filed, many months in the future.
2. No money has been voted by Congress to build any of these suggested dams, and it is unlikely Congress will .nsis on voting money to build a particular project in the face of concerted local opposition.
3. Local communities benefitting may expect, fin some cases, to be tolled on for substantial financial commitments toward the cost of the projects.
