Washington—John J. Rooney, a Brooklyn (N.Y.) lawyer, has been for some years chairman of the IHouse of Representatives subcom'mittee in charge of appropriations for the Department of State. Mr. Rooney is a painstaking man. He takes his work seriously, although he is not without humor. As he moves down a list of appropriation items, one gets the impression that he has the old-fashioned idea that $50,000 is a considerable sum of money.

Congressman Rooney would not win any popularity polls in the State Department’s huge new headquarters building in Washington’s “Foggy Bottom” section, and it is likely that his name has been mentioned in a tone of contemptmore than once over cocktails and canapes when our diplomats ease their cares at a Georgetown soiree.
