Continued from page two the Committee bill was voted down in favor of a substitute sponsored by Representative A. Paul Kitchen (D.) of North Carolina. The substitute, the most modest minimum wage measure to reach active consideration in this Congress. would raise the hourly rate on those now covered to $1.15, but provide a $1 rate, without over time bonuses, for the approximately 1.5 million newly-covered employees of chain enterprises operating in two or more States with five or more retail establishments.
Before passing this bill, the House adopted an amendment by Rep. Frank Smith (D) of Mississippi, which, if retained in the legislation as finally passed by Congress and signed by the President, would have an important effect in this area.
