Two weeks later, the Republican National Convention will be called to order in Chicago. By Month's end, the electorate will know the choices to be availible to it in Nevember for President of the United States.
Then, on August 1 S, the Congress will reassemble here for what seem-, certain to be a hectic windup the year's legislating. With the Presidential nominees known, and, perhaps, confronting each other in the Senate, Washington's notorious, sweltering "dog days’’ may become dog-eat-dog days in the Congressional fighting pits.
This is not a cheerful prospect for many members of the Congress, or for the nation at large. It became clear last week, however, that even by maximum pressure through this Saturday, the Congress could not conclude action on many measures involving substantial controversy. The decision then was made to suspend business last Saturday and return next month.
There has been no firm agreement as to the bilLs to be taken up in August so any measure pending in either House or Seriate will be eligible for further consideration. It is to be expected, however, that attention will be centered on such hot potatoes as these:
1. Social Security Bill, which contains a number of reasonable improvements in the law, but aso includes, in the form passed by the House and now pending in the Senate, a start on a program of Federal financial assistance to the States for the provision of hospital
