When ballots increased in size, it became the custom of political parties to print them for the convenience of their supporters. JDach party produced its ballot on colored paper 90 poll watchers could see at a glance whether the party faithful were indeed faithful.
So many varieties, shapes, and colors of paper ballots were used— often to deceive.that the Lnited States went all the way to Australia for a new system. It borrowed the Australian ballot, an honest listing of candidates, officially printed, and intended to be secretly marked. “Kangaroo voting”, as it was first called, was adopted by Louisville, Kentucky, and by Massachusetts in 1888 then by New York, Michigan, and other States. The ballot is still used, even in voting machines.
About half the 65,000.000 ciitzens expected to go to the polls November 8 will vote by machines. Except for those casting absentee ballots, all will \ ote on the same day. It wasn’t always the case.
Originally, each State could fix its own presidential election day so long as it fell at least 34 days before the first Wednesday in December. the date presidential electors met. In 1844, 15 States voted on the first Monday in November, two on the second Monday, four, on the fijst Tuesday, and so on.
Lack of uniformity led to scandals such as “ pipe-laying”._.the practice of sending political gangs across state lines to vote more than on e on the different election days.
■in 1845. Congress passed a law setting the first Tuesday after the first Monday in November as presidential election day. November was selected as the most acceptable month. “Harvesting is over then, and winter has not yet made the toads, impassabl" ” said Ohio Representative Alexander Duncan, in writing the 1845 law.
