On August 4, 1864 he wrote to the Secretary of the Navy: “You allude to the Emperor’s policy towards us. Before this readies you, you will have learned, through previous reports of my own, as well as through the public prints, that his policy has been made manifest, and although his Majesty, in his own language, and through the medium of his ministers of State, speaks sympathetically of our cause, you will have perceived that the acts of his Government have practically been more unfriendly than those of Lord Russell.”
