L968 General Assembly enacted egislation requiring the formation of such commissions ind compilation of the report. The report was forwarded by Captain J. R.Lindsey of the Henrico Police, who is acting as Secretary for the Commission. Linwood E. Toombs is Chairman i»f the seven-member body. The report stated that the bounty was following, as far as possible, the guidelines recommended by the Division and hoped to implement all within a short time. Listed as the County’s most serious problems were a lack of driver training, the severity rate of crashes and citizen apathy.
It stated that authorities were hopeful of obtaining aid in the first problem through Federal funds, that improved techniques of education, enforcement and engineering were being applied to the second and that the third was being met through stepped up police public relations with established groups.
