Payne, formerly of Christiansburg, was named cashier of the Rappahannock National Bank at the November meeting of the Board of Directors and has assumed his duties here. He was most recently associated with the First Virginia Bank of the Southwest as Senior Vice-President. Mr. Payne was named cashier following the resignation of C. J. Miller from that position. Mr. Miller remains the bank president, but will retire from business in January. * Me. The Virginia Council on Social Work Western Regional Conference will be held November 12 and 13 at Natural Bridge, Va. The conference will be entitled “Who’s Listening? Who Cares? Children in Youth, Our Greatest Resource.” This meeting will be open to all interested persons as well as to the members of the Virginia Council on Social Work.
