THE BOARD reaffirmed its position of neutrality on the issue of the Salem Dam on the Rappahannock River. The Clerk, E. M. Jones, was asked to inform Lt. Gen. Daniel Noce, Randy Carter and Phil Irwin by letter of this action. Each of these persons represents a group either pro or con on the issue.
