THE STANDARD set by the department for clearing Virginia’s snow-clogged roads reads this way in the Maintenance Policy Manual:
“In order to promote safe travel on the highways of the Commonwealth and to protect the investment in our highways, it shall be the objective of the department to provide snow and ice control services commensurate with the needs of all segments of our highway system and with our ability to finance these operations.”
