DISCUSSION of a continuing personnel problem — whether to accept Zoning Administrator Col. E. A. McNear’s latest offer to handle duties expanded by growth pressures — and then an argument over budgetary procedures and salary raises for county employes — sparked a confrontation between Rappahannock Supervisors H. B. Wood and Chairman Newbill Miller at last Thursday’s August meeting of the Board.
When Clerk E. M. Jones notified the Board that Col. McNear requested an assitant to work three days a week, H. B. Wood said:
“That’s what we voted not to do. . .Advertise for a Zoning Administrator then. We better find a man.”
A similar discussion about how to handle McNear’s latest job description at last month’s Supervisors’ meeting had led to
a shouting match, and last Thursday H. B. Wood was ready to continue, the argument.
Even as Col. Pete Luke, the newest supervisor, tried to get background on McNear’s growth-pressured job, Wood prodded to “advertise for another man.” Eventually, the Board decided to defer the matter a second time, but Wood’s handling of what had been phrased as “McNear’s offer to our offer,” seemed to irritate Newbill Miller.
