Highway Boondoggling
AN AFTERTHOUGHT expressed as the Piedmont Environmental Council’s session on the importance of farming came to a close must ring a bell with those frustrated citizens who have had dealings with the Highway Department.
Said a nationally-important figure in land use planning theory and practice: “Highway departments should be the last agency to be consulted in questions of highway planning, and then only for engineering advice and overseer duties of construction. Highway departments should play no part whatsoever in such an important land use decision as a highway.”
Boy, is that true where the Virginia Department of Highways is concerned! And this particular stretch of Virginia illustrates the assertion perfectly.
