ginia, with the most visible exception being Loudoun County, which is blessed with a judge who seems to be more enlightened about land use issues and the rights of people already living in an areas (as opposed to those who merely want to come in and have their way) to have something to say about their way of life and the way they want their home county to be for themselves and their children.
Rappahannock County remains one of the best examples of where real4‘planning” strength lies. As long as the people want the county to maintain its comfortable rural quality, and as long as they keep electing people who reflect this attitude, then the county will be spared the worst ravages of modernday ‘‘progress.” All we have to do is look around us—to Warren, Culpeper and Page Counties—to see the lesson illustrated (We’ve commertted before' about Fauquier’s questionable status.) Such an approach doesn’t mean “no growth,” or an attempt to turn back time. It means applying common sense, instead of elaborate “control” formulas; it means relying on the good will and good intentions of neighbors rather than the airy generalities of consultants.
And if we’ve come to a point where we can’t rely on that, then the whole shebang isn’t worth worrying about anyway. Obviously, this newspaper doesn’t believe that.D
