But the “step” at the District Commission should be more than just another piece of “red tape,” asserted White. It’s another forum for citizen discussion, and it’s also the place where important planning points can be raised with federal and state agencies like the Virginia Department of Highways and Transportation. “You need the weight of the plan to back you,” said White.
White noted a “grant project review” for the construction of a four lane by-pass around the west side of the town of Culpeper that came up at the Wednesday Commission meeting.
As part of the Highway Department’s environmental assessment of the project, the Commissioners were consulted. The Highway Department asked: “Has there been any organized opposition?” “Does it disrupt a community or its planned development?” “Is it consistent with community goals, such as proposed land use?” “Is it compatible with your regional planning?”
