The Town Council in Culpeper has supported the highway plan a number of times, said Mayor Carpenter, but not since a new council was elected last spring. Two of those Council members told the Commissioners that they were opposed to the bypass plans.
Councilman Tom Douty said the new Council might vote differently on the highway project now. It would be wise to wait until more information concerning the proposed bypass is gathered, he said.
Council member Alice K. Potter called Mountain Run bottom the last open space in town. More than 50% of the building permits in Culpeper are for multi-family units, she went on, and the town should preserve open space for them. Mrs. Potter added that a street might serve the town’s needs better than a four-lane high
