it is not a hazard to the health and welfare of the county residents, Luke said. Any applicant who proposes to operate a landfill will have to explain where he’s going to get the dirt and the heavy equipment, so the trash can be covered at night, how he will handle the drainage, fencing, screening and dozen or so other requirements, such as preventing scavenging* by people or domestic animals.
WALTER MASTERSON noted that the State Water Control Board and the Health Department have certain requirements to which landfill operators must conform. Luke acknowledged this, and said any landfill applicants will have to indicate how they would meet those standards.
Phil Irwin wondered if there is a site in all of Rappahannock County that would be suitable for a landfill, since much of the county is steep slope and floodplain. Newbill Miller noted that it will be hard to find an area remote enough for a landfill that doesn’t have rock within a few feet of the surface.
