Mr. and Mrs. W. Reid Payne of Washington announce the engagement of their daughter, Shelia Fritts, to Everett Jackson Estes, Jr., son of Mr. and Mrs. Estes, also' of Washington. The brideelect is a senior at Rappahannock County High School and Mr. Estes, a 1975 graduate of that school, is employed as an electrician with his father. Plans are being made for a September wedding.
