Chairman Barksdale suggested that “Fanning’s masterpiece” be put on file. “I’m under the impression we’ve gone about as far as we can go,” said Barksdale. “It’s up to the Supervisors now. We don’t know yet that the agreement with Orange can’t be renewed.”
