SOME distressing news has come in from the Virginia State Police. Virginia’s traffic deaths for the first nine months of 1976 are running ahead of the same period of 1975. The trend had been down for the years 1973, 1974 and 1975, but little hope of continuing that trend is held out now. While traffic volumes for the first half of the year were up an estimated 6.9 per cent, the thought persists that a reduced traffic death toll might be achieved by more vigorous enforcement of highway speed limits. Some protestations of the State Police to the contrary, a ride down any major highway or Interstate reveals quickly that very few people are observing the 55 mile per hour speed limit that was put into effect during the “energy crisis.” Nationwide, the death toll went down as speeds came down; we don’t have the figures at hand, but a
