Fleetwood also reported on the new graduation requirements that will be instituted statewide beginning in 1978. He said he thought the state would set up minimum competencies and guidelines rather than leave the matter entirely to the localities.
Under the proposed new requirements, in addition to earning the necessary credits, students will have to demonstrate functional literacy, computation skills that will include working with fractions and decimals, an understanding of the history and culture of the United States and an ability to either pursue higher education or gain employment.
