The second category is a standby position, in effect waiting for a project in the top priority category to drop out. Abbott said that Louisa’s landfill project had been in stand-by initially. Twenty-seven projects made the top ranking that year but one decided not to accept the Federal money. Louisa’s landfill was ranked 28th. Louisa had already funded its landfill through other sources so HUD officials allowed the $88,000 to be transferred to funding a reservoir. ©
