EVIDENT EISENHOWER has ordered sharp restrictions dn tin* spending authority of all departments and agencies in tile government. This was his first major effort to balance the budget and reduce un necessary expense. In taking this action the President is fulfilling his campaign pledges. Reduction of federal employees is going to hurt somebody. Those who are cut off . will have to find employment in private in dustry. possibly come back home and find their places. Demand for clerks, steno graphers ami secretaries is active in most communities and it shouldn't be too diffi cult for private business to .absorb efficient employees whose government service is dis coid imied. Actually, Budget Director jloscph M. Dodge, sent out the notifications to the de partment and agency chiefs. The letter of instructions is reported to have contained orders for a curb on the hiring of new em ployees and limitations on new construction projects. The instructions also prohibit government units from increasing their ex penditures above the .January level. Dodge also reportedly asked for sugges tions as to revisions downward in the hud get proposed by former President Truman.
