There are methods which the United States can adopt which would help the Chi nese, and which might bring about long term pressure to enable the Nationalists to reconquer their homeland. These methods consist of naval blockade, and other pres sures. both economic and political. (Jen-: eralissimo Kai-shek, in the meantime, could stage commando raids on the coast, deudop a larger Chinese underground force and encourage all Chinese to throw off the shackles of Communist domination. This process might conceivably require some years before the full eflects would be felt. However, it is superior to the alter-1 native, which would require United Nations troops to help Kai-shek do the job, and is the logical approach to the Chinese prob lem. The goal of the Eisenhower Administra tion. regarding China, 'should he, and ap parently is, to do everything short of in voicing l nited States soldiers in the de veloping battle for China.
