Representative government in ‘Virginia is decaying from “dry rot,” says Mr. F. P. Miller, who seeks to defeat Senator Byrd for re-election to the United States Senate. This is a serious charge. If representative government is decaying, then the Commonwealth itself is decaying, as, under our Constitution, representative government is the only type of government iwe can have.

May we ask a few questions:

Are we decaying from, “dry rot” because Virginia has one of the . finest road systems in the United States, built and maintained without local taxation? Virginia is oue of only three States of the 48 to maintain its entire road system— 50,000 miles. Are we suffering from “dry rot” because we developed and maintained this road system without indebtedness, without bonds? (Are we suffering from “dry rot” because we embarked on the payas-you-go program and have adhered to it ever since? Are we suffering from “dry rot” because contrary to the federal government continually and contiguously raises taxes until they have hit an exhorbitant level, Virginia in 1951 reduced income taxes by 20 per cent? Are we suffering from “dry rot” because, while operating within a balanced budget, only seven states are spending a higher percentage of receipts on education than is Virginia? Are we suffering from “dry rot” because Virginia led the nation in writing into law the strongest antilynching statute in the Union? Are we sufferng from “dry rot” * because Virginia has the third low* egt tax rate on land of any sf&te in the Union? Are we suffering from “dry rot” because Virginia’s representatives in the Congress are fighting for the same type of efficiency and economy in the national government that the Commonwealth exercises in the state government? Are we suffering from “dfy rot” because within the last few weeks the United States ‘ Public Health Service called on Virginia to give advice and counsel to North Carolina, West Virginia, and the District of Columbia in their efforts to develop successful public health programs?
