building a tremendous system of dams, reservoirs and power facilities which eventually is expected to pay back substantial amounts to the Treasury from earnings. The budget contains the statement, however, that, “the 1960 appropriation request of $77 million will leave a bala/ice to complete the authorized work of $861.8 million.”
For the purpose of appropriation by Congress, a distinction is made between money spent out of the general income of the Treasury' and money spent from special income earned by certain operations of the Army Engineers and the Bureau of Reclamation. From the standpoint - of the taxpayer, however, it is qnly a technical distinction. All nwney going into the federal coffers, from whatever source, is part of the revenue of his government and he has a direct interest in its spending. He is not getting any free dams or reservoirs.
