TV Comptroller General, who is an agent of the Congress, recently submitted another in what has become a series of disturbing reports on soil bank operations. It reflects once more a picture of mismanagement and loose controls. Reading die lines, and between the lines, one cannot help but gain the impression that the soil bank, even in the conservation reserve phase, has been exploited by the shary operator, who has found it suddenly profitable to become a "farmer”. The conservation reserve may be of some value, and probably many lifetime ■ farmers have joined it in godd faith and tfave observed the letter and the intent of he program. Recurring reports by the Comptroller General and Congressional committees, however, give rise to substantial doubts that the problem of farm surpluses is being alleviated significantly by this experiment, or that the taxpayer is getting bis money’s worth.
