Washington—The “spenders” may well have their days during this season of Congress, but the pre-session warnings against their expected reckless adventures have not yet been borne out in the House of Representatives. As usual the House Appropriations Committee has been reducing rather than adding to, President Eisenhower’s budget estimSp'. The House as a whole has been going along with its committee and approving the cuts. It is much t<x> early, of course, to predict the overall money performance of this Congress, but to date, it has been taking a stern and questioning view of Mr. Eisenhower's figures in its examination of the regular appropriation bills. 'Idle defense and foreign aid motley bills will not be ready until spring, so the reduction have been coming in nondefense activetits of the Federal Government. (In Mr. Eisenhower’s record peacetime budget of nearly $80 billion for fiscal year 1961, which begins this July 1, all of the $1^ billion increase over the current year’s total is in the nondefense category.)
