The first regular appropriation bill of the year contained money to operate the government of the District of Columbia_Washington, the Nation’s Capital. This iiwi, local taxes, established by Congress, but it has been customary for the city to be given, in addition to its own revenues, a “lump sum’’ from the gereral fund of the Treasury in consideration of the special impact of federal activities, which do not pay the local taxes but require local services.
The House reduced the President's “lump sum” figure by $7 million, and the overall savings in the bill, taking into account increases approved in certain items, came to $5.3 million.
ITie next regular appropriation bill carried money for the Commerce Department, Panama Canal, Sr. Lawrence Seaway Development Corp., Small Business Administration and Tariff Commission. In considering the budget figures, the House did not agree with Mr. Fisenhower, for example, that 94 new positions should be created in the Bureau of Foreign Commerce, or that 200 new jobs were needed at this time
