The March meeting of the Washington Elementary School P. T. A. was held Wednesday evening, March 13 at 7:30 in the school auditorium. About 30 patrons and interested friends were present, including 12 members of the Forest Grove P. T. A. Mr. O. A. Norton, Superintendent of Schools for Warren-Rappahannock Counties was the Speaker. Mr. James W. Eavy, Director of Instruction, Mr. Kirby, Business Manager and several of the School Board members were also present as guests at this meeting. Mr. Norton’s topic was the recently circulated School Report, 1961-62. He first stated that the primary object of the P. T. A. was that of the parents and school working together to provide the best education for the boys and girls of the county. He said that the number of or lack of interested patrons at the meetings was not to be considered too discouraging.
An explanation of how schop.ls operate under state law, how old a child must be to enter the First Grade .and how School Boards are selected were also points of Mr. Norton's talk. School Board members are not elect ed but are appointive positions. There is one School Board member from each of the 6 Magisterial Districts. They appointed for 4 year terms by a School Trustee Electoral Board made up of Mr. Richard Latham, Mr. John S. Browning and Mr. C. E. Johnson. This Electoral Board is also appointed for a 4 year term by the current Judge. Mr. Norton further explain*
the Appropriation Act of the General Assembly for a 2 year program. The General Assembly meets every two years and plans are made at this time for the following two year period. The fact that there was a’ loss of 148 children of Elementary school age between the years 1955-62 prompted the closing of the Forest
