permit for the production of pre-fabricated houses were the following persons: JohnH. Williams, Chester W. Fannon, Margaret Leonard, “Shorty" Williams, Phyllis Keim, I. C. Parrish and Fahim I. Qubain. With respect to the temporary trailer permit, the first to be heard by the Board were John H. Williams and Margaret Leonard testifying in opposition; however, it appeared that they had the support of the other persons present who later testified in opposition to the Special Use permit. C. W. Hitt, Ruby H. Dodson and Roy Thomas testified in support of the temporary trailer permit, and Colonel Howard R. Kuhn was the only witness in support of the prefabricated Special Use permit. Colonel Kuhn presented to the Board scaled models of theva cation homes to be produced in Rappahannock County and sold in Virginia, Marylandanc other states as the markei area develops. The Board view ed the Forest Grove school site before handing down its 4 to 1 decision.
