Navy Disting. Award
Mr. M. Hal Forward, Deputy Quartermaster General of the Marine Corps, has been presented with the Distinguished Civilian Service Award.
This award, the highest honorary award which the Secretary of the Navy may confer upon a civilian employee, is granted on a highly selective basis to those civilians who have distinguished themselves by extraordinary service or contributions of major significance to the Department of the Navy. It may be recommended by the Commandant of the Marine Corps for contributions sufficiently extraordinary to deserve recognition over and above that which may be conferred by the Commandant.
Mr. Forward’s citation reads: “For service of extraordinary competence and professional contributions of major significance as Deputy Quartermaster General of the Marine Corps. Throughout his service in the Supply Department, Headquarters Marine Corps, Mr. M. Hal Forward has been unyielding in his pursuit to improve materiel management within the Marine Corps. As a direct result of his executive competence, professional knowledge, and personal dedication, the Marine Corps is employing new materiel management techniques which provide a vastly improved supply responsiveness to the operating forces. Mr. Forward’s accomplishments reflect credit upon himself and the Marine Corps and are in keeping with the highest traditions of the Naval Service.”
Mr. Forward lives with his wife and two sons, Michael 20 and Jaipes 18, in Alexandria, and has a home in Harris Hollow near Washington, Va. He has been with the Marine Corps since 1943 serving both in an officer and civilian capacity.
