Please let me urge you to take die necessary steps to build the much needed facilities for education and mental health. Reasons: 1. WILL NOT mean a tax increase. 2. WILL NOT cause deficit spending. 3. WILL NOT lead to more borrowing. 4. WILL provide the educational facilities needed NOW for Virginia. 5. WILL provide the DESPERATELY needed facilities for mental health. 6. WILL prove to be the cheapest method in die long run.
