In the State of Virginia as a whole, $468,000,000 of the taxes collected by the government went into the aid programs and close to $466,000,000 was returned in grants. A breakdown of the state figures indicates that residents of Rappahannock County contributed approximately $526,000 of the total. Their share of the grants was nearly $521,00. The Tax Foundation notes that the aid figures cover only grants to states and localities and do not include direct Federal spending in these areas for goods and services.
Not included, either, are the matching funds that must be put up in connection with most of the grants.
As to the seeming inequity in the distribution of grants-in-aid, it is explained that there is no intention on the part of the government of returning dollar for dollar. The purpose, rather, is to redistribute revenue among the states so that those that need it most will get more.
