bicycle thefts and recovering stolen bicycles is the absence of bicycle registration requirements. When a bike turns up missing, all the police usually have to go on is a very vague description of the bike that fits thousands of others like it and if they do recover a stolen bike, they have no way of tracing down the owner.
Many police departments are now conducting voluntary or mandatory registration programs. Simply registering a bike, however, is not a guarantee of return if it is stolen. Even if everyone registered their bikes, there is no method, as yet, of cross-referencing the registration information.
Many people who have had their bikes stolen have been consoled somewhat by the fact that they have had insurance. The most common form of bicycle coverage, the Institute says, is that which is included as part of the homeowners and tenant homeowners policies.
