THE LESSON to Rappahannock is obvious. The counties which are now resisting runaway development are doing so for good reason — it’s ^ mess. And a bitter disappointment, not only for present residents, but for the “new folks” brought in, as well. And it costs a lot — in higher taxes, in a lowered standard of living, and in ever increasing losses of peace and tranquility. □
